Symptoms

When attempting to install Server Manager on a patched WLS version 12c or 14c including any PSU starting July 2021, the Server Manager Installer will fail at 81% and a message box will pop-up with the following message:

When the above error is shown on the screen, the AdminServer status is "RESUMING" as shown below:

Changes

 Weblogic has been patched with July 2021 or a later CPU patch
