E1: CHA: ASI Copy F9800022 from JDEPLAN to Target Environment Fails (Doc ID 2808472.1)

After running the TL925001 ASI against the DV920 environment, all the steps were successful except for the last one:

Copy F9800022 from JDEPLAN to Target Environment         Failed
+ Initialize Not Run
+ Run Failed
+ Initialize Failed
+ Status History
+ Messages

ASI Trace log includes "Spec Encap Warning - Failed to add path code record (PathCode: Versions Local, DataSource: Versions Local, Release: 4) to metadata release cache. Ret = 2".

Browsing the F9800022 (Next Available Unique Key for User Defined objects) table in OL920, fifteen records all have time stamps that match when the ASI was run, but after viewing the eighteen records in the table, the values in the Unique Key ID column all have values of 1, 2, 3 or 9 (very low).
