E1: 31 Order Processing R31410 Work Order Parts List Committing To Primary When Location With Most Quantity is Expected

Symptoms
When running Order Processing R31410 to Print the Parts List and to Hard Commit inventory the Location with the most quantity is not being committed to.
This issue can be duplicated with the following setup and steps:
1. Confirm Manufacturing Constants (P3009) Commitment Control is set to Soft/Hard when Printing
2. Confirm that ItemBranch (P41026) is set to Commit Method (CMGL) = 1 Location With Most Quantity
3. Set up an Item with 2 or more Locations
4. Adjust some inventory into Primary and larger Qty into Secondary Location
5. Create a WO and manually attach the Parts List
6. Review Inventory Commitments
7. Run R31410 set to not create PL and to Update existing PL.
8. Review Inventory Commitments and note that the Qty in Primary is consumed when it should not be.
