Symptoms

When attempting to use Event Rules (ER) Debugger to debug a Report (UBE), after hitting the "Run" button in ER Debugger, results in errors "Debugging information for 'LaunchUBE.exe' cannot be found or does not match.." and "You are not authorized to submit the Report Template"

Steps to Duplicate:

1. Select a UBE from Event Rules Debugger (Example below is the R0006P_XJDE0001)
   
   
2. Select Run
   
   
3. Microsoft Visual Studio is launched and notices the LaunchUBE.exe PDB file error below.
