Symptoms

After upgrading the Tools Release to 9.2.6.x and changing the local database to Oracle 19c, when trying to install an ESU via Change Assistant or with P96470 (Work with Software Updates) the following error appears in JDE.log:

Changes

 Upgraded to Tools Release 9.2.6.x which also requires the local database to be Oracle 19c.
