Symptoms
When trying to upgrade the system to a 9.2.5.x 64-bit tools release on Application release 9.2, after running Special Migration Tool and changed the Tools Release on Deployment server, and trying to install the 64 bit planner on environments with P96470 - Work with Electronic Software Updates application, the following error appears when launching P96470:

1. Login to JDE
2. Access P96470 to install an ESU
3. Receive error:
