E1: 43: Commitment (PA) Ledger Record Not Created For PO Is Released From Budget (B1) Hold

Symptoms
When a user enters a purchase order that goes on budget hold and releases the hold, the system does not write a record to the PA Ledger for the commitment amount.
The client reproduced the issue with the following steps:
- Create a new account never used before
- Assign a budget for the account of 10,000
- rial Balance / Ledger Comparison (P09210A) shows Budget Amount Balance is 10,000.00 and Contract (Commitment) Amount Balance is 0.00
- Create an Approval Route with two levels
- First Level = 5,000
- Second Level = 10,000
- Create a Version of PO Entry (P4310)
- On the Approvals Tab activate approval processing with a B1 hold code
- On the Budget Tab
- Set the B1 hold code for the Budget Hold (it was also used as approval hold)
- Set Budget Total Method = 2 (Standard Financial Budget)
- Set Hold Warning to 1 (Display Warning and put order on hold)
- Create first PO for 4,500.00, order is less than 5,000.00 does not go into approval processing and does not go over budget.
- Create second PO for 4,500.00, order is less than 5,000.00 does not go into approval processing and does not go over budget.
- Create a third PO for 1,200.00, order is less than 5,000.00 does not go into approval processing but it does cause account to go over budget.
- Budget warning is issued
- Open Order Inquiry shows Order on B1 Hold
- Run Release Held Purchase Order (P43070) and release the B1 Hold.
- Check Trial Balance / Ledger Comparison (P09210A), which shows Budget Amount Balance is 10,000.00 and Contract (Commitment) Amount Balance is 9,000.00.
- The third Purchase Order for 1,200.00 is not showing in the Contract (Commitment) Amount Balance
- Check the Commitment Inquiry (P40230A), which shows a PA Ledger Record was not written for the 1,200.00 Purchase Order that was released from Budget Hold.
- Check the PO Detail (F4311) file in the Databrowser
- Although the B1 Hold Code was released, the PO Detail Line shows a Hold Amount of 1,200.00
