Goal

The P31B94 (Operation Search), the "Speed Operation Update" (P31B96) exit is not available in the "Actions" drop down menu if the selected operation in the P31B94 grid has an Operation Status equal to DRAFT.

This means that operations with an Operation Status of DRAFT cannot be mass updated to OPEN status.
Is this the intended functionality for Speed Operation Update?
Why is it not possible to use Speed Operation Update to raise a DRAFT operation status to OPEN operation status?
