STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Create an orchestrator to kick off P48013
Set P48013 PO to attach PL and RO
Notice Error
Insert failure - duplicate key


ALTERNATIVE SOLUTION
-----------------------
Creating the orchestrator to generate the WO header first then kick off R31410(do not use the P48013 PO to generate the parts list and routing at the time of WO creation)
