Symptoms

Work Order P48013 not processing through jde orchestrator when creating work order rapidly causing error Insert failure(cause duplicate key).

Steps
1. Create an orchestrator to kick off P48013
2. Set P48013 PO to attach PL and RO
3. Notice Error
Insert failure - duplicate key

Alternative Solution
Creating the orchestrator to generate the WO header first then kick off R31410(do not use the P48013 PO to generate the parts list and routing at the time of WO creation)
