E1: E1PAGE: Classic E1Pages Appear Blank for Language Users After HTML Instance Restarts if the Corresponding Translation Records are not Available in F9860WD, Even When Language is Set to E

Symptoms
If the classic E1 pages do not have corresponding translation records in F9860WD, they are appearing blank for the language users after the html instance restarts. In order to make it work again, the html instance needs to be re-deployed.
- Issue does not happen for blank (domestic) language users
- Issue does not happen for language users if the corresponding translation record exists in F9860WD
- Issue does happen even if language is set to E (English) in P0092
Steps to replicate:
- Make sure that the user has access to the delivered classic E1 Page - E1P98_0000000095JDE (EnterpriseOne) - which does not have any translation records in F9860WD
- Change the user profile language to F (French) in P0092 and log out
- Login and verify that the page - E1P98_0000000095JDE (EnterpriseOne) - is displayed correctly
- Logout and restart the corresponding html instance using server manager
- Login to the instance using the same user ID which has F language set in user profile. Now, the page - E1P98_0000000095JDE (EnterpriseOne) - appears blank for the F language user as shown above
