E1: 12: Fixed Asset Constants (P001012) Cannot be Updated Without Data in F1200 (Doc ID 2830930.1)

Symptoms

When attempting to update the P001012 (Fixed Asset Constants) the following error occurs:
Fetch from table F1200 failed.

The P001012 data is held in the following files:
The top two sections are held in the F0010 under the default company 00000.
The first two fields in the bottom section are held in the F1200.
The last two fields in the bottom section are held in the F1300.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Clear the data from the F1200 using a Data Base Utility Program or SQL. 
2.  Try and access the P001012 (Fixed Asset Constants) using the G1241 menu.
3.  System errors out.  See error "Fetch from table F1200 failed"

Make sure and test this process in a "Test" Environment before running it in "Production".
