E1: ORCH: Language Selection for a PDF Output Created With Report Definition Is Not Available in Message Service Request Interface

Symptoms
When attempting to create a Message Service Request to send an email message with an attachment of the PDF output of a job submitted with a Report Definition, in JD Edwards EnterpriseOne Orchestrator Studio delivered with tools release 9.2.5.x and 9.2.6.x (Release 22) there is no option to select the language of the output.
By default, the Message Service Request will include the output of the PDF as an attachment which is matching the language of the user defined in the user profile (P0092). If there is no matching language in the list of the Report Definition output list to the language of the user running the Message Service Request in user profile, the message will be sent with no attachment.
