E1: ESU: After Adding Localization for Peru in the P96450 that Added a Record to F96450, Localization Was Enabled in Production after applying a non related Software Update (Doc ID 2836301.1)

Symptoms

Client added a new localization (in this case for Peru) in the P96450 application on the Deployment Server.  Then an ESU was installed directly to the Production environment the contained a non related NER object.  The R98700 Spec Merge kicked off the R96450 UBE that enabled any disabled localization code listed in the F96450 (i.e Peru) for NER objects in the PD Environment.

After they built and deployed a package after running the ESU, it caused major issues and errors in Production.

Changes

The Peru localization record was added to the P96450 on the Deployment Server, adding the record to the F96450 table.
