E1: ORCH: "Record a Process" Does Not Record The Correct Row Number For " Domestic Language" During The P9601W Package Assembly Languages Selection (Doc ID 2852481.1)

When using the "record a process" for Package Assembly using P9601W, in E1, it allows you to select all the languages to be included in the package. However, the row number for "Domestic Language" (code is blank) is recorded incorrectly in the Form Service Request created in Studio.

==Steps to Reproduce==

  1. Turn on the Process Recorder and record the F9860 with the "Language" selected with "Domestic Language".
  2. Create an orchestration for this Form Service Request.
  3. Run it via Orchestration Studio.
  4. Check the package in E1 that is created by the orchestration.  Notice that the package doesn't include the "Domestic Language". 
  5. In the Form Service Request for the Orchestration, change the default value of the "Language" to 1 for "Domestic Language". 
  6. Run the orchestration from the studio. 
  7. It works as expected.
