Symptoms

BSSV Package Build fails when building Package using JDeveloper 12.2.1.4.0

Steps to Replicate the issue 

  1. Install JDeveloper 12.2.1.4.0
  2. Update jde.ini to point to JDeveloper install path
  3. Build a BSSV Package 
  4. Check the Package log 

clientpackage.log has below errors
