E1: SEC: OCI: Users Unable to Login to Web Client After Restarting Enterprise/Web Server in OCI Console - Error "Security Server is Down or Cannot be Reached" (Doc ID 2857150.1)

Symptoms

E1 users are unable to login to Web Client. All the servers are in OCI (Oracle Cloud Infrastructure) and this issue started after there was a restart of the E1 server in OCI console. This restart of machines are part of regular maintenance task.

Error on Screen,

Steps to replicate:

1. Restart the Web Server instance/machine and Enterprise Server instance/machine in OCI console

2. Login to JDE via Web Client

3. The login fails with error "The Security Server is down or cannot be reached. Please contact the System Administrator."

Changes

This issue started after there was a restart of the E1 server in OCI console
