E1: SVM: Server Manager API Response Is Returning Content-Encoding: UTF-8 (Doc ID 2862093.1)

Symptoms

Requests to the Server Manager REST API return "Content-Encoding: UTF-8", which is not accepted by 3rd party software used for monitoring. Additionally, this is not correct as UTF-8 is not a Content-Encoding type.

Steps to reproduce:
1. Use a REST client to call any Server Manager API (Example: /manage/mgmtrestservice/authenticate)
2. Retrieve and check results
3. Observe that the "Content-Encoding" header is set to "UTF-8".
