Symptoms

 According to the documentation for Electronic Tax Reporting for Germany (https://docs.oracle.com/cd/E16582_01/doc.91/e23353/de_work_w_elec_tax_rpting.htm#EOADU3759), it is producing required XML in the enterprise server disc.
 Due to implemented JDE 9.2 in Hybrid Cloud where the database is hosted in Oracle Cloud and Enterprise Severs on Azure Cloud, there is no possibility to expose Enterprise Folders to end user in such an architecture.
 A standard solution where XML is generated and available on the web client is needed, maybe same as the solution implemented in Mexico localization where the XML file is generated using BI Publisher.
