E1: 51: R51091- Copy Accounts has Performance Issues when there are Few Slots to Add New Accounts and the Company has used JD Edwards Software for Many Years

Symptoms
When attempting use the R51091 - Copy Accounts to add accounts to the job the error displays "duplicate key value"
The R51091 is taking a lot of time adding accounts to the F0901 file and writes to the logs that the records are duplicate. The company has used the Next Number functionality along with the R09814 - Delete Account Master Records and so there are gaps in the blocks of NN- Next Numbers. If the block is large there is not a performance issue with the program. If the block (open range of available short account id) is small the system is slow and each time it finds a record in the F0901 for the NN- Next Numbers trying to be created it writes an error message to the log- duplicate and takes a long time to process. KM document 1404783.1 addresses the purge process that the customer has used that creates these gaps in the NN- Next Numbers.
STEPS: This issue requires a lot of F0901 records setup and gaps withing the range. This issue can not be duplicated by Support with the current amount of data that is in the system.
