Symptoms

On a new or an existing Development Client (FAT client), when attempting to install WebDev feature on Weblogic 12c or Weblogic 14c which has been patched with July 2021 CPU or later, the installer is stuck at 47%.

For a new development client installation, the installer shows that is stuck during Weblogic domain creation:

For an existing development client installation, the installer shows that is stuck during Weblogic domain deletion:

If the WebDev feature is launched from a package installation, the WebDev feature also fails after 15 minutes with the following message:

Steps to replicate:
1. Apply the 2022 April CPU on Weblogic
2. Launch the WebDev feature installer
3. The installation is stuck and never completes.

NOTE: The progress bar shown in the Oracle Universal Installer may show 92%
