E1: 49: PC Miler Errors Id 075G (Cannot open/initialize the DLL) When Initializing PCMSRV32.DLL / PCMSRV64.DLL

Symptoms
The customer installed the PC Miler with Tools release 9.2.6.1. 64 bit using the steps described in the E1: 49: Overview of the EnterpriseOne Interface to PC Miler Server (Doc ID 625546.1).
The PC Miler interface is based on a set of APIs provided by PC Miler and contained in a .dll file.
When the customer used PCMSRV32.dll the following errors was displayed in P4960(Work With Loads):
Error iID 075G Cannot open/initialize the DLL.
CAUSE: Problem opening or initializing PCMSRV32.DLL for PCMiler functions calls
Because PCMSRV32.dll was not called from jde 64 bit release, the customer has changed BSFN B4901860 to call PCMSRV64.dll . This was called successfully but a new error occurred in P4960(Work With Loads):
Error ID 075E Loc. not found in Mileage Calc.
CAUSE: Location not found while performing Mileage Calculation.
