After upgrading the Tools Release from to, the UBE kernel is not able to communicate with AIS server via B98ORCH.  The same integration worked successfully in TR

==Steps to Duplicate==

  1. Create a UBE that calls B98ORCH to run Notification or Orchestration.
  2. A 3rd party scheduler submits the UBE using their tool. 
  3. Review the UBE log and error will show.
