Customer has basic carrier preference (33) set up by Customer Group, however when entering a sales order it does not seem to get resolved. The shipment is routed with a different carrier.

Steps to Duplicate:
1. P40070 Set up basic carrier preference (33) by Customer Group
2. P4210 enter Transportation Sales order
3. P4915 Find Shipment and Go to Routing Options
