E1: SEC: P95921 Allows Copying a Role to User IDs That Already Have That Role

Symptoms
EnterpriseOne is allowing the adding of a role in P95921 to a user ID that already has that role, resulting in duplicate entries, each with its own separate date stamp. Instead, EnterpriseOne should check to see whether the second user already has each role that is being added, and if so, it should skip adding that role and move on to the next one.
