E1: 03B: R03B525 No Workflow Messages Sent to the Work Center of the Collection Manager

Symptoms
When updating the 'Recall for Review Date' field (RVDJ) in the customer master (P03013) and run the R03B525, the activity 20 (Credit Review Required) record is updated in account activity log table (can be viewed by P03B31). However, no workflow messages sent to the Work Center of the collection manager.
STEPS:
1. Set collection manager to the customer on P03013.
2. Update the 'Recall for Review Date' field (RVDJ) in the customer master (P03013).
3. Run R03B525. --> A message is sent to P03B31 with activity type#20.
4. Check the collection manager's Work Center. --> No message has been sent.
