E1: JAVA: Webmethods Connector Getting F989999 Insert Failures after Upgrade to 9.2.6.2 and 9.2.6.3

Symptoms
Customer upgrades to Tools 9.2.6.3 and started getting error using Webmethods integration.
Customer is using Webmethods E1 Adapter to insert records to JDE table F0911Z1. After upgrade to 9.2.6.3, started getting intermittent failures caused by duplicate key violations to F989999<packagename>, example F989999PDFA.
Found in the jas logs that sometimes during on demand serialization of Data Dict items, it's looking for the Data Items in F989999 instead of F989999PDFA. It happen to any random Data Dict items.
This is the pattern in the jas log:
SELECT from PD920.F989999 (fails to find a record)
DELETE from PD920.F989999 (fails to delete a record)
INSERT to PD920.F989999PDFA (fails with duplicate key error because it already exists)
