When a console user with read-only permissions logs into the Server Manager Console, the 'Unicode Database' option, under JDBj Bootstrap datasource is visible.  When logging in with the jde_admin user, this option is not available. In addition, this option is specific to SQL Server database and this installation is Oracle.

Why can the console user with read-only permissions view an option for a database that is not installed?
