Symptoms

Unable to create a new workflow in tools release 9.2.6.4.  There is no Add / New button to create a new one and unable to enter the name of the new workflow.  The only option is to access an exiting workflow and do a save as. 

===Steps to Duplicate===

1.  Upgrade the tools release to 9.2.6.4.

2.  Open Workflow by clicking the purple icon.
