E1: UDO: Getting Error "The name is already in use, duplicate names are not allowed" When Try To Approve/share UDO Objects in Production Environment (Doc ID 2885457.1)

Symptoms

Customer having issue sharing udo objects (such as Orchestrations,Grid Formats, Form Personalizations) in production environment using P98220U application.
Getting error "Object retrieval failure" for each object.


Error detail shows

"OMW Object Type ORCH, Object ID ORC_2206130009CUST *PUBLIC PD920 : F9860W. The name is already in use, duplicate names are not allowed. <udo short name> retrieval failed."

or the following is displayed in the P98220U window, where P4210_W4210E is the udo short name:

SHARED
The name is already in use, duplicate names are not allowed.
P4210_W4210E

The error ID is 130B.

User specific jasdebug log shows

Everything worked fine in DV and PY environments.
