Following the E1Local19c_Install_Guide.pdf, on the deployment server, detached planner and metadata, de-install E1local 12c, installed E1Local 19c but during attach_metadata received the following errors:

ORA-31626, ORA-31637, ORA-06512

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install 19c databse.
2. Attach old planner and metadata.
3. Receive error above.
