E1: GRID: Save As Disabled for Shared Grid Format on User that has Permissions

Symptoms
Security set up to allow users to Save As on shared grid formats to use it as a starting point to make changes and create their own. Recently users no longer have the option to "Save As". All icons in the manager appear disabled and a message about a users default project holding the token appears.
User in question does not have permissions to reserve or change the grid format in question.
We noticed the User Defined Object application P98220U has three records for the same grid format. Two at editing status (02) for different users (one of them is the one holding the token in his default project) and one and shared (08).
