P31114 (Work Order Completions) form exit to multi-location generates error 4723, Quantity Restriction Exceeded for Item

The issue can be reproduced at will with the following steps:
1. Have multiple locations in F41021 (Location) file with no LOTN record
2. Have the parent item set to Lot Process Type = 4 (Serial Number optional)
3. On P31114 (WO Completions) input a quantity of 1, and attempt to take the form exit to Multi Locations (P42053).
4. Receive error 4723 Quantity Restriction Exceeded for Item
