Symptoms
Recently upgraded from Tools Release 9.2.4.3 (32-bit) to Tools Release 9.2.6.4 (64-bit) and turned off ActiveX Controls (JAS.INI [OWWEB] SupportActiveXIE=false).
When clicking on a text attachment, the user gets prompted to convert the attachment to HTML or download it. When the user converts any of the attachments it always adds <!----> at the very top.
The following shows the blob data in F00165 before and after converting a Text Attachment from RTF to HTML and shows <!----> added on top.
