E1: OVR: One View Icon is Missing for Custom "J" Environment

Symptoms
Recently upgraded E1 from 9.1 to 9.2 and to tools release is also upgraded to 9.2.6.3 and OAS 5.9 is installed.
During the upgrade, new environments were added to support Brazil Time Zone configurations. Since this was just for HTML users, only the "J" environments were added. So there are no DVBR920, PYBR920, QABR920, PDBR920 environments.
In the new "JDVBR920, JPYBR920, JQABR920, JPDBR920" environments, the One View icon is missing. For all of the original environments JDV920, JPY920, JQA920, JPD920, the OneView icon is present and works correctly.
The UDO view and action security exist for *PUBLIC *ALL *ALL *ALL.
The P954000 softcoding records have been added for JDVBR920, JPYBR920, JQABR920, JPDBR920.
These environments are sharing same pathcodes as DV920, PY920, QA920 and PD920 respectively.
The issue can be reproduced at will with the following steps:
- Sign on to JDVBR920 environment
- Run any application e.g. P01012 - Work With Addresses
- User is unable to see One View icon
One View icon is not present when logged into JDVBR920
One View icon is present when logged into JDV920
