E1: 42: Backorder Release by Batch (R42118) Ignores Older Orders and Releases Newer Ones, The Older Orders Do Not Show on Report Despite Data Selection

Symptoms
For release 9.1, the Backorder Release Batch (R42118) is executed several times daily. Each time for a particular customer, new orders are released from backorder bypassing several older orders from March. Why is the program not releasing the orders?
The problem sales orders show in the select statement (data selection) but are not processed and do not show up on the Backorder Release report.
The issue can be reproduced at will with the following steps:
1. Run the R42118 where all orders on backorder are selected or selected individually.
2. Review the report and can see the older orders are not included or showing on the report PDF.
3. Check the F4211 SO Detail table and can see the orders are not removed from backorder.
