E1: 42W: Shipment Approval (P4915) and Confirmation (P4205) is Permitted Before Order is Released from Fulfillment (Doc ID 2906733.1)

Shipment Approval (P4915) and Shipment Confirmation (P4205) is able to be processed on Transportation Fulfillment Orders at Status < 50 that have not yet been released from Fulfillment.

Steps to Reproduce:

1. Create a Transportation Fulfillment Management Sales Order. Order Number is 2295 S4. Shipment number is 9242.
2. Find the order/shipment in Fulfillment Workbench (P4277701) and Click the Edit Fulfillment Button.
3. Manually enter the Fulfillment Quantity and click the green checkmark.
4. Fulfillment status is updated to 30 (Fulfilled but not Released).
5. Find the shipment in to Work with Shipments (P4915) and Row Exit to Routing Options.
6. Find a Routing Option with a green checkmark and select it and click OK.
7. In Work with Shipments (P4915) there is no Red “X” and the user is allowed to take the Row Exit to Approve Shipment.
8. Click OK to Confirm Shipment Approval.
   1. There is no error to prevent approval and Shipment is approved.
9. Ship Confirm (P4205) the order.
   1. There is no error to prevent Ship Confirm even though the order is at Status 30 and not released from Fulfillment.
