E1: 46: Location Selection Driver (R46171) and Manual Planner (P4600) Are Not Taking the Correct Capacity but Overfill with Top Off = N (Doc ID 2911630.1)

 Location Selection Driver (R46171) and Manual Planner (P4600) both overfill a location when the putaway instructions are set with Top Off = N and the location already has quantity on hand.

Steps:

1. Item UOM setup is
    a. 1 SB=20RB,
    b. 1 RB=30EA
  Primary UOM is EA.
2. P46024 Capacity is 3 SB or 60 RB
3. Have 47 RB on hand in the location and putaway for 19 RB, which shouldn't fit.
4. Run R46171 - the location is getting suggest.
5. P4600 - Use manual planner - the same result.

Note: When Top Off = Y, the system is suggestion 13 RB and moves the rest of the qty to the Overflow location
