Reissue Pay Stub Shows YTD Amounts Shifted Down

STEPS TO REPRODUCE
==================
1. Run an interim test for an employee with no Federal A history through a final update.
2. Then, void and reissue the payment.
3. Notice the pay stub for the void shows the tax YTD amounts lined correctly. However, the pay stub for the reissue shows the tax YTD amounts shifted down.
