Purchase order (OP) messages in P3411 for the component item generated by R3482 MRP has incorrect start date and requested date

The issue can be reproduced at will with the following steps:

1. P4101/P41026 - Setup a parent and component item. Parent item has variable leadtime per unit = 8 and cumulative leadtime = 11; Component item has fixed purchase leadtime = 10 days
2. P3002/P3003 - Setup BOM and routing
3. P3460 - Create a forecast demand for 10 quantities on Nov-4-2022
4. R3482 - Run MRP for both parent and component item.
5. P3411 - Review MRP messages and observe start date and requested date for WO order message is calculated as 10/21/2022 and 11/04/2022 respectively.
6. P3411 - Review MRP messages and observe start date and requested date for OP order message is calculated as 10/21/2022 and 10/31/2022 respectively.
