Goal

Is there a way to control the scheduled jobs that are started/autostarted by other users in SchedulerUI?  You can see all the jobs that are started, but you can only control your own jobs and not other users.

Business Cases:

1. Sometimes the autostart toggle bar is enabled by a user and the user left the company. How can the administrator disable the "autostarted" jobs by other users? 

2.  Need to stop other user's job so that the administrator can start the job using his userID.

3.  The E1 scheduler allows the administrator to start/stop jobs that are submitted by other users.  The orchestrator scheduler should be the same.
