Symptoms

Compute Advanced Variable Numerator Allocations R09123 is going to an E status when testing in 9.2.5.6 or 9.2.7.1 64bit Tools Release for a Multi-Tiered Allocations.  It completes successfully in 32bit.

Steps:
1. Create a multi-tiered allocation (single allocation is successful)
2. Run R09123 and verify UBE goes to E status.
