E1: 34: Forecast Consumption Does Not Include SHIP quantity

Symptoms
When planning forecast consumption items, in combination with other planning fence rule items, the quantity shipped (-SHIP) in the current forecast consumption period, but prior to the system date (namely PD2) is not included in the planning, does not consume forecast requirements, and overstates the planned orders, by the shipped quantity.
Steps:
- In P41026, Create planning data for multiple planning fence rule items, such as at least 4-5 items with G planning fence rule and at least one H planning fence rule item.
- In P3460, Create forecast records for at least 5 forecast types, such as BF, DD, DS, EF, MF, in current forecast consumption period and future periods.
- In P4210, Create sales order demand in current period, but prior to system date, such that the -SO or -SHIP will be in P3413 Past Due 2 date bucket.
- Adjust in beginning available quantity to secondary location sufficient for shipments.
- Run R42520 Print Pick Slip to commit inventory.
- In P4205, Confirm shipments as of date prior to system date, but in current consumption period.
- Run R3483 MRP over H planning fence rule item(s) only, to confirm that -SHIP quantity is setup correctly, and the quantity type (row) is written to the P3413 time series.
- Rerun MRP a second time, but include at least 4-5 planning fence rule G items in the data selection.
- Review P3413 Time series and P3411 Planning Messages. Note that P3413 now does not include a -SHIP quantity in the planning.
