E1: 77: Canadian Pre-Payroll R07200 Errors When Timecards Include for Supplemental Pay Type and Employee is CPP Exempt

Symptoms
For a Canadian payroll with Vertex 4.4.7 and Nov or Dec Monthly update the R07200 goes to an error status when a timecard is included that uses a supplement pay type (Method B) and when an employee is CPP exempt (Canadian Pension Plan).
This can also be duplicated for an Interim.
Steps:
1. Create a supplemental pay type (Method B) and set the Canadian Leg/Reg to A Bond payment (PB=3). EI Allocation set to earning to current pay period.
2. In P0801 create a Canadian salaried or hourly employee. In Tax Overrides set them at CPP Exempt.
3. Add time entry P051121 for the employee for the supplemental pay type and a lump sum amount.
4. Run employee through Pre-Payroll Workbench P07210 and not the R07200 goes to an E status in Work with Submitted Jobs.
