Symptoms

The customer is trying to add a E1 Database Value Object Class or Business Function Value Object Class using JDeveloper (JDev) and getting a popup error "An unexpected severe error has occurred in JDeveloper" and
an error in the log that enterpriseServer property not found in the INI file.
