Symptoms

When attempting to run Orchestrations having input parameters numeric values, the decimal separator set within JDE is not taken into account and
the following error occurs.

AIS server log:

Steps to replicate:
-----------------------
1. set in JDE the decimal separator to point for user running the orchestration
2. create an orchestration with input parameter numeric value type
3. set the System locale of the OS to German "de-de" for the AIS server machine
4. restart the AIS server
5. run the orchestartion with Input value 123.45
