Symptoms

If the employee submits Form DR0004 with a Zero value for withholding 2A Annual Withholding Allowance, the system is not allowing the override of Zero, instead is using the default values of 9,000 or 4,500 based on the Nat'l Fiscal (P0801US) settings for Marital Status - State Tax Alias: MSTI

Steps To Reproduce:

1. Add a new Colorado employee from P0801 with Tax Area (Residence) and (Work) = 06
2. Set the employee Tax Overrides (P060120) for 06 - F with a Zero value for W4 Deductions Alias: W4DEDS
3. From P07210I run an interim test and notice the Zero override is ignored. The system is using the default values of 9,000 or 4,500 based on the Nat'l Fiscal (P0801US) settings for Marital Status - State Tax Alias: MSTI
