E1: 42: Message Center Print (R013151) Only Prints up to Level 3 for Sales Update (R42800), but Level 4 Messages are Missing

Symptoms
Sales Update R42800 is generating level 4 messages that you can see in work center P012503 but when printing they are not showing in Message Center Print R013151.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a SO for an item that will generate errors
2. R42800 check to see if there are level 4 errors
3. Run R013151 over SO
Notice only level 3 are printed – missing level 4 details
