E1: 07: Benefit DBA Annual Limit is Ignored When the First Pay Period End Date is in the Prior Year

Symptoms
A benefit DBA is setup with an annual limit. The DBA is set up to calculate in the first pay period of the month. The limit is met after the fist pay period of the year. The DBA incorrectly calculates again in first payroll in February when the Master Pay Cycle is set up with first pay period of the year has a Pay Period End Date in the previous year (December 2022) and the Check Date in the current year (January 2023).
Steps:
1. In P059116 set up a Benefit DBA with flat amount, an amount rate 1 of 500.00 and an annual limit 1 of 500.00, set to Y for only the first Pay Period of the Month.
2. In P050181 assign the benefit DBA to the employee. The employee is bi-weekly and hourly.
3. In P059061 set up a Master Pay Cycle for 2022 where the December 2022 first PPED is 12-05-2022. The second PPED is 12-19-2022.
4. In P059061 set up a Master Pay Cycle for 2023 where the January 2023 first PPED is 12-31-2022, check date 1-5-2023. The second PPED is 1-14-2023, check date 1-21-2023. The February 2023 first payroll (period month 02) PPED is 1-28-2023, check date is 2-2-2023.
5. Run the employee through payroll through Final Update for the December 2022 first PPED is 12-05-2022. The benefit DBA will calculate.
6. Run the employee through payroll through Final Update for the December 2022 second PPED is 12-19-2022. The benefit DBA correctly will not calculate.
7. Run the employee through payroll through Final Update for the January 2023 first PPED is 12-31-2022, check date 1-5-2023. The benefit DBA will calculate.
8. Run the employee through payroll through Final Update for the January 2023 second PPED is 1-14-2023, check date 1-21-2023. The benefit DBA correctly will not calculate.
9. Run the employee through Pre-Payroll for the February 2023 first payroll (period month 02) PPED is 1-28-2023, check date is 2-2-2023. Review the DBA detail and note the benefit DBA incorrectly will calculate when the annual limit is already met.
