Symptoms

Using business services JP080020 the issue reported and fixed in Bug 34215986 is not resolved.
When a Canadian employee exists and a US employee is added the Business Service JP080020 – EmployeeManager when calling method processEmployee gives failure:
The social security number or the other employee number already exists and cannot be added or changed since it is a unique number.

Steps:
1. Existing Canadian employee
2. Use soapUI for WSDL EmployeeManager and add data for a US employee in method processEmployee with an SSN that is the same as the Canadian employee SIN
3. Failure is given when running the processEmployee method that social security number already exists
