After installing a new environment for Tools Release 9.2.7.1, the "Message Center" under the user personalization option is missing.

Steps to Duplicate:
------------------------------

1. Click on the drop down arrow right next to the user ID in the home page of HTML Web Client.

2. Look for Manage Notifications drop down

3. Message Center is missing.
